On August 26, 2025, China's State Council released the "Artificial Intelligence + Action Plan"—a bold blueprint that will accelerate AI integration across all sectors. Here are my top takeaways:

The policy recognizes AI as a transformative force, comparable to the impact of the internet. It's not just a trend, but a core component of a global technological revolution.


2. AI + Application = Strategic Imperative

By 2027, China aims for AI application to reach 70%. By 2030, that number jumps to 90%. Unlike other nations, China prioritizes rapid application—AI isn't just a research tool, it's already changing the economy.


3. Smart Enterprise is the Future

The rise of "AI-native" companies is here. These aren't just traditional businesses adding AI; they're built on AI from the ground up—redefining what it means to be truly innovative.


4. AI in Governance: A New Paradigm

The policy emphasizes AI's role in governance and ethics. The focus is on ensuring AI's beneficial use for humanity, aligning with the global "AI for Good" movement.


5. AI & Employment: A Shift, Not a Loss
